Welcome to the Parent Teacher Club

BYLAW 1. Name

The name of this organization shall be the Coupland Parent Teacher Club (PTC).

BYLAW 2. Basic Policies

The organization shall be noncommercial, nonsectarian, and nonpartisan.

The name of the organization or the names of any members in their official capacities shall not be used in any connection with a commercial concern or with any partisan interest or for any purpose not appropriately related to promotion of the objectives of the organization.

The organization shall not directly or indirectly participate or intervene in any way in any political campaign on behalf, or in opposition to, any candidate for public office.

BYLAW 2. Membership

Classes of membership are as defined in Article V in the Articles of Association. Voting members shall be anyone with an interest in the organization who maintains good standing with a $5.00 per year per family membership fee. The organization shall conduct an annual enrollment of members each year in September, but persons may be admitted to membership at any time. Only members of this organization shall be eligible to participate in the business meetings or to serve in any of its elective or appointive positions.

BYLAW 4. Officers

Officers shall be stated in Article VI of the Articles of Association. A vacancy occurring in any office shall be filled for the unexpired term by a person elected by a majority vote of the executive committee, notice of such election having been given to all members of the executive committee. In case a vacancy occurs in the office of president, the vice-president shall serve notice of the election.

BYLAW 5. Election of Officers

Nominations will be accepted from the floor for a nominating committee in March of each year for the purpose of offering nominations for election of officers for the next school year. Only members present at the meeting and giving their consent will be considered for this committee.

Election of officers will be by ballot in the month of April each year and the chairperson of the nominating committee is responsible for having the ballot sheets at the April meeting.

A deadline of 48 hours prior to the April elections is required for placing ones name on the list of candidates. All members of the nomination committee must be informed of this list before the deadline.

Nominations from the floor the night of elections will be accepted. Persons choosing to run for office less than 48 hours prior to elections may do so; however, their names shall not be typed on the ballot. Those persons shall be announced immediately preceding elections and their names may be added on the designated lines on the ballot by each individual desiring to vote for them.

BYLAW 6. Duties of Officers

PRESIDENT - As chief presiding officer, the president shall exercise a general supervision over all the affairs pertaining to the organization.

VICE-PRESIDENT - The vice-president shall be responsible for lining up all programs when necessary; shall send notices of meetings to members of the organization as required and shall be the presiding officer in the absence of the president.

SECRETARY - The secretary shall record the minutes of all organization and executive committee meetings; shall keep a membership book containing the names of each member of the organization; presiding officer in the absence of the president and the vice-president.

TREASURER - The treasurer has custody of all funds; keeps full and accurate accounting of receipts and expenditures; shall make disbursements as authorized by the president, executive committee or organization; presiding officer in the absence of the president, vice-president and the secretary.

BYLAW 7. Committees

A. Executive Committee - shall be made up of the elected officers, school principal (or his chosen representative), a teacher and any other member appointed by the president. Duties include discussion of any topics raised by its members or any topics referred to it by the general membership of this organization.

B. Nominating Committee - shall be appointed each year in March and consist of three members of the organization who are not elected officers. Only those persons who have given their consent to serve shall be appointed. It shall be their duty to compile names of persons desiring to run for an elected office. Other concerns of this committee are as stated in Bylaw 5. The committee shall select its own chairperson.

C. PTC Refreshment Committee - shall be responsible for lining up all refreshments for all organization meetings when there is a program scheduled.

D. Harvest Festival Organization Committee - shall be in charge of all arrangements for the annual fundraising festival which is held in October of each year. Head chairperson of this committee having been previously contacted and after accepting, shall be named at the May PTC meeting by the president. Newly elected officers from the April elections shall be responsible for nominating the head chairperson.

E. Special Committees - shall be appointed from time to time by the officers to consider and report to the officers on subjects requiring investigation.

BYLAW 8. Meetings

Meetings shall be the first Tuesday of each month of the school year, except in December, which will be on the third Monday. Special meetings of the executive committee or the organization may be called by the president or by a majority of the members of the executive committee. At least three days notice of such meeting must be given to the committee members and must state the object of the meeting.

BYLAW 9. Procedure

All officers will be familiar with the Roberts Rules of Order which shall govern the organization when applicable.

BYLAW 10. Fiscal year

The fiscal year of this organization shall begin June 1 and end May 31.

BYLAW 11.Accounting

All incoming funds will be accounted for either by receipt or cash register tape/computer printout.  All funds will be counted and confirmed by no fewer than two PTC members, at least one being an officer.  Under NO circumstances will any money collected be allowed to leave the school building.  All money, after being counted and confirmed, will be locked in the PTC bags, which will be locked in the fireproof file drawer which is locked in the supply room.  There will be no exceptions to this rule.  From this point, the superintendent or designee (with no key available) will take the funds to the depositary bank for deposit.

All requests for reimbursement for approved purchases must be accompanied by appropriate cash register receipt.

All disbursements by check will require two signatures.

The executive committee may approve purchases of a discretionary nature of up to $500.00.

Purchases exceeding $500.00 must be approved by a majority of the PTC members in a regular meeting.

Emergency purchases for all items to fulfill any PTC function that has been approved by the PTC members will be accepted with two signatures.

The treasurer/president may expend up to $50.00 for unexpected expenses with receipt required.

BYLAW 12. Amendments

These bylaws may be amended at any regular or special meeting of the organization by a two-thirds vote of the members present and voting, provided notice of such amendment or amendments shall have been given to the members at least 30 days prior to the date of the meeting at which such amendment or amendments are to be presented for consideration. Any adopted amendments to the bylaws shall be binding on all members.

BYLAW 13. Dissolution

This organization may be dissolved by the vote of a two-thirds majority of its members at an organized meeting of the PTC, provided notice of such has been given to all members at least 30 days prior to the date of the meeting dissolution is to be discussed. In the event of a dissolution, all assets of the organization shall be distributed to the administration of the Coupland I.S.D. to be distributed in such a manner as to benefit the students and staff of Coupland School .
